The title of the draft resolution was "Building a peaceful and better world through sport and the Olympic ideal". "Only the UN Member States can guarantee the athletes a safe passage to the Olympic Games".

The Greek Olympic Truce tradition dates back to the eighth century BC, and has since served as a sacred principle of the Olympic Games. It urges United Nations member states to observe the truce for seven days before the Games begin on February 9 until seven days after the Paralympic Winter Games end March 18.

It urges countries to use this opportunity to harness sport to foster and encourage concrete actions that promote dialogue and reconciliation during the Games and beyond.

While the Olympic Truce has been a tradition since the UN General Assembly passed the first one, which went into effect during the 1994 Winter Olympics in Lillehammer, Norway, Monday's resolution was drafted by the South Korean government and co-sponsored by China, the US, Japan and Russian Federation.

The International Olympic Committee is urging North Korea to participate, which could help ease safety and security concerns about the Games arising from Pyongyang's nuclear and ballistic missile tests.

In late September, North Korea secured qualification for its first athletes at the Pyeongchang Olympics when figure skaters Ryom Tae-Ok and Kim Ju-Sik finished in the top six in a qualifying event in Germany.

Still, the previous time South Korea hosted the Olympics, which was the 1988 Summer Games in Seoul, Kim's grandfather Kim Il Sung, the founder of the North Korean state, boycotted them after a plan to co-host the event fell apart. The two countries remain technically at war after their 1950-53 conflict ended with a truce and not a peace treaty.

North Korea did not have any athletes at the 2014 Sochi Winter Games.

The deadline for countries to enter the Games is January 29.

The Olympic flame was carried by a Navy official on Munmu the Great, the first time in history an Olympic torch relay has taken place on a Navy destroyer, according to the PyeongChang Organizing Committee.
